When i was younger i had a lazy eye, and when I was 8 I had surgery to fix it, But the surgery was not 100% corrective, my muscle remained turned and now i have a permanent lazy eye effect, my left eye points to the left..

However i am wanting to get the corrective surgery for it, they go back in and move the muscle straight, i have no other problems with my eye, i just want to fix it and be “normal” “straight”

Is this a pre existing condition? will blue cross and blue shield cover me?

what are my options?

Well, the problem you are going to run into isn’t really about pre-existing, it’s about cosmetic vs. functional. It’s not likely after this amount of time that correcting the positioning would actually correct any problems in depth perception (as the turned eye has likely atrophied in it’s visual acuity). But that’s something for you and your opthamologist to discuss.
